A: No, while some dealers mention that the "picture is for illustration purposes only", not everyone does it so keep it in mind that ad pictures are rarely the same as the car you will get. In this case, the car in the picture is more likely to be the performance version (Cupra or ST) of the Leon.
Q: And which model do I get for the advertised price of $19,900?
A: For that price, you can get the standard Leon 1.6L. After adding VAT and registration, the final "on-the-road" price will be $22,500 for the 2017 model and $21,000 for the 2016 model, of which only 1 red car is left. We suspect that the advertised price of $19,900 is for the 2016 model since $2,600 for registration (MY 2017) is a bit too much.
